Jin Canrong
Jin Canrong is a state-honored “Chang Jiang Scholar” Professor. He is the Associate Dean with the School of International Studies at Renmin University of China. 

This policy of “shelving disputes and pursuing joint development” started in the East China Sea, with the Diaoyu Islands, and then extended to the Nansha islands. For a period, this policy was effective. However, after the U.S. started “re-engaging with Asia”, conflicts resurfaced.
