China’s Response to Request for Easing Dutch Semiconductor Export Controls

On May 23, Foreign Ministry spokesperson Mao Ning hosted a regular press conference. A Bloomberg reporter asked whether the Ministry could confirm if Chinese officials had raised the issue of easing semiconductor export controls during Dutch Foreign Minister Wopke Hoekstra’s visit to China, as he stated to reporters on Thursday.
Mao Ning responded that during Minister Hoekstra’s visit to China, Vice Premier Ding Xuexiang and Foreign Minister Wang Yi held meetings with him, exchanging in-depth views on bilateral relations and issues of mutual concern. Regarding semiconductor export controls, the Chinese side has repeatedly stated that the semiconductor industry is highly globalized, and the formation of production and supply chains is the result of market and enterprise choices.
In recent times, some countries have broadened the concept of national security, excessively implementing export controls and long-arm jurisdiction, which pose serious threats to the stability of global production and supply chains. China and the Netherlands have strong complementarities in the semiconductor field, with mutually beneficial cooperation. Both sides will maintain close communication through existing channels. China is willing to work with the international community, including the Netherlands, to uphold open cooperation and jointly maintain the stability of the global semiconductor production and supply chain.
